Etadmin does work with etpub after a few changes to the etadmin.cfg.
ETPubmod does not seem to support the qsay(etpro) or cp(shrub) methode of displaying messages to the user. You can replace all of the qsays with says and cp with chat and it will work fine.
Additionally if you do not want it to conflict with the built in commands such as !admintest you will need to change the command prefix in the etadmin.cfg to something other than !

The above address shows an @ for the first dot which is odd.
We're testing the latest builds of etpub there and running etadmin_mod as well. Since the newer builds have cp and chatclient, those features run fine.

i'm the author of the etadmin_mod. And i have to say, your mod looks promising.
If you add the banner msg's (low prio, i can make them with my mod), popping med packs and the additional rcon commands: chat (with \\n [only one backslash, blame the forum] as line break), cp, chatclient, cpm and cancelvote, then i would give your mod a try on one of our shrub servers too ( i heard, you add some(all?) of them already to your 0.2.1).
etadmin_mod should work well in shrub mode then, when all the above rcon commands are added to your mod.

0.2.1 has all of those command except 'cancelvote' and does support "\n" for chat, chatclient, and cp. You can however use shrubbot commands in the console (or rcon) so you could use '!cancelvote' instead. I will add a plain 'cancelvote' command too for consistency.
The 'ref' console command is in etmain as well as shrubet it dates way back to the OSP q3 code. However as you pointed out, it's broken in etmain and shrubet. It does work in etpub, but I'm not sure if all the options work.
